Cicero believed that <strong>\u201cLiberty\u201d (\u201clibertas\u201d), for example, (\u201cqua quidem nihil potest esse dulcius\u201d) thrives<\/strong><br \/>\n<strong>best in a state where the people have ultimate power,<\/strong> and all citizens have equal legal rights,<br \/>\nand the vote, but some decisions will still need to be made by experts, or by the expeditious<br \/>\naction of a single authority.
